WILSON: "WE HAVE THE RIGHT TO ASK FOR AN INCOMES POLICY, BECAUSE WE ARE PREPARED TO CONTRIBUTE THE THREE NECESSARY CONDITIONS: FIRST - AN ASSURANCE OF RISING PRODUCTION AND RISING INCOMES SO THAT THE SACRIFICE -- THE RESTRAINT FOR WHICH WE ASK -- IS MATCHED BY AN ASSURANCE THAT IT WILL RESULT IN INCREASED PRODUCTION AND INCREASED REWARDS; SECOND - AN ASSURANCE OF EQUITY AND SOCIAL JUSTICE, IN THAT OUR POLICIES WILL BE DIRECTED TO THE BENEFIT OF THE NATION AS A WHOLE, AND NOT TO THE ADVANTAGE OF THE SECTIONAL INTERESTS; AND THIRD AN ASSURANCE THAT WHAT WE ASK FOR IN WAGES AND SALARIES, WILL APPLY EQUALLY TO PROFITS AND DIVIDENDS AND RENTS. (APPLAUSE.)

CHOICE BETWEEN THOSE WHO ARE PREPARED TO ACCEPT AS THEIR ULTIMATE GOAL THE PRESENT STANDARD OF LIVING; WHO CLING TO A STATIC SOCIETY; THOSE WHOSE ONLY AIM IS TO CONSERVE; AND THOSE, ON THE OTHER HAND, WHO WANT TO SEE THIS COUNTRY ON THE MOVE AGAIN, DYNAMIC, THRUSTING AND EXTROVERT. IT IS A TIME FOR ACTION, FOR DECISION, FOR EXCITING CHANGE. IT IS A TIME FOR OPPORTUNITY -- OPPORTUNITY FOR ALL OUR PEOPLE, ALL OUR CHILDREN TO BREAK THROUGH MAN-MADE BARRIERS OF PRIVILEGE AND SNOBBERY AND BE FREE TO GIVE THEIR TALENTS AND ENERGIES IN SERVICE TO THE COUNTRY. IT IS A TIME, TOO, FOR LEADERSHIP AWAY FROM THE DRIFT AND SELF-SEEKING TO A MORE WORTHWHILE CONCEPT OF OUR DUTY TO OURSELVES AN TO OUR NEIGHBOURS. IT IS ABOVE ALL A TIME FOR GREATNESS -- A GREATNESS OF MIND AND HEART THAT CAN KINDLE A NEW SENSE OF PURPOSE IN OUR NATIONAL LIFE AND THE WILL TO BUILD A NEW BRITAIN."

    IN RETURN HE PLEDGED TO THE ANNUAL CONFERENCE OF THE EIGHT-MILLION-MEMBER TRADE UNION CONGRESS, WHICH OPENED IN BLACKPOOL TODAY, THAT A LABOUR GOVERNMENT WOULD SEE THAT RESTRAINT WOULD BE MATCHED BY INCREASED PRODUCTION AND INCREASED REWARDS.

    MR. WILSON, WHO WILL BE BRITISH PRIME MINISTER IF THE LABOUR PARTY WIN THE OCTOBER GENERAL ELECTION, ALSO PROMISED THAT HIS GOVERNMENT WOULD INTRODUCE LAWS TO PROTECT THE RIGHT TO THREATEN TO STRIKE -- AN IMPORTANT ISSUE SINCE A RECENT RULING THAT TRADE UNION OFFICIALS THREATENING A STRIKE ARE LIABLE TO DAMAGES.

    MUCH OF MR WILSON'S SPEECH WAS AN ATTACK ON CONSERVATIVE PARTY RULE AND HE FINISHED ON AN ELECTION NOTE.
