    IN RETURN HE PLEDGED TO THE ANNUAL CONFERENCE OF THE EIGHT-MILLION-MEMBER TRADE UNION CONGRESS, WHICH OPENED IN BLACKPOOL TODAY, THAT A LABOUR GOVERNMENT WOULD SEE THAT RESTRAINT WOULD BE MATCHED BY INCREASED PRODUCTION AND INCREASED REWARDS.

    MR. WILSON, WHO WILL BE BRITISH PRIME MINISTER IF THE LABOUR PARTY WIN THE OCTOBER GENERAL ELECTION, ALSO PROMISED THAT HIS GOVERNMENT WOULD INTRODUCE LAWS TO PROTECT THE RIGHT TO THREATEN TO STRIKE -- AN IMPORTANT ISSUE SINCE A RECENT RULING THAT TRADE UNION OFFICIALS THREATENING A STRIKE ARE LIABLE TO DAMAGES.

    MUCH OF MR WILSON'S SPEECH WAS AN ATTACK ON CONSERVATIVE PARTY RULE AND HE FINISHED ON AN ELECTION NOTE.
