    Japanese Foreign Minister Kiichi Miyazawa arrived in Moscow on Wednesday (15 January) for talks with Soviet leader aimed at moving the two countries towards a world War Two Peace Treaty.

    Mr. Miyazawa -- who was only been Foreign Minister since last month -- was met at the airport by Soviet Foreign Minister Andrei Gromyko and other officials.

    The two ministers are expected to have three rounds of talks and to issue a joint statement before Mr. Miyazawa returns to Japan on Friday.

    Initial talks on the pact were held in 1972 ... a major obstacle to agreement is the vexed question of the Soviet occupation of four islands off the northern Japanese island of Hokkaido. The Japanese regard them as an integral part of their territory and see their return as a key part of any peace agreement.
