    Background: Jaime Paz Zamora, leader of the Movement of the Revolutionary Left (MIR) in Bolivia has returned to a hero's welcome in La Paz after an amnesty granted by President Guido Vildoso. An estimated 50,000 people packed the centre of the Bolivian capital on September 7 for the return of a man whose ascent to power was interrupted in 1980 by the military coup of General Garcia Meza. Zamora's party was then part of the United Democratic Popular Front (UDP) which had won the general elections but were never allowed to take power by the military. Speaking to supporters in the city's San Francisco square, Zamora called on the UDP to use all its resources to fight the economic situation in the country. He went to blame the military government of General Guido Vildoso for causing disastrous confrontation with the people. The general, appointed by the ruling junta to replace General Celso Torrelio in July, is very unpopular with the trade union movement which supports the MIR. They have demanded that the military hand over power to civilians. General Vildoso has promised elections next April and a handover of power in August but the political opposition has remained sceptical.
