SYNOPSIS: In Norway, crowds packed the hall of Oslo University to see the Nobel Peace Prize awarded for the first time in 50 years to a head of government during his term of office, West German Chancellor Willi Brandt.

The prize, this year worth about 86,000 dollars, was presented by the chairman of the Norwegian Government committee which administers the Nobel awards. For Herr Brandt, the visit to Oslo had added significance -- he went to Norway ??? to escape from Germany at the time of Adolf Hitler's rise to power and took Norwegian citizenship when his German nationality was revoked. Herr Brandt's prize was awarded specifically for his policy of reconciliation with Eastern Europe, and he said he felt it could only be understood as an encouragement to his endeavours, not as a final judgment on them.
