    Background: MOSCOW, USSR

Afghan Defence Minister, Abdul Qadir arrived in Moscow on February 4 for talks expected to focus on the military campaign against anti-government forces in Afghanistan. The invitation had been extended by his Soviet counterpart, Dmitri Ustinov, who joined senior Red Army and navy commanders in welcoming Major-General Qadir. Coinciding with the visit, the newspaper Komsomolskaya Pravda gave a rare account of Soviet troops killed during an attack by Afghan guerrillas. In the first disclosure on casualties for 17 months, the newspaper listed the names of three soldiers who reportedly died in an explosion while attempting to move a blazing truck filled with dynamite, away from the rest of a convoy. The article said the trucks were on a road that had been cunningly land-mined and the convoy was fired upon by rebels dressed in Afghan army uniforms. After meeting with Defence Minister Ustinov and Soviet and Afghan diplomats, Major-General Qadir laid a wreath at the tomb of the Unknown Soldier at the Kremlin wall.
