    PLANS OF INDIA'S FIRST NUCLEAR POWER STATION TOOK A MAJOR STEP FORWARD YESTERDAY, (SATURDAY), WHEN AN AGREEMENT FOR AN 80-MILLION DOLLAR LOAN, (GBP28.5 MILLION), WAS SIGNED BETWEEN INDIA AND THE UNITED STATES.

    THE AGREEMENT SIGNED BY MR. NEHRU, THE INDIAN PRIME MINISTER, AND MR. CHESTER BOWLES, THE AMERICAN AMBASSADOR TO INDIA, PROVIDES LONG-TERM CREDITS FOR THE CONSTRUCTION OF THE POWER PLANT AT TARAPUR, 62-MILES NORTH OF BOMBAY, ON THE SHORES OF THE ARABIAN SEA.

    NEGOTIATIONS FOR THE LOAN WERE CARRIED OUT OVER A TWO-YEAR PERIOD, AND DETAILS WERE ONLY FINALISED WHEN INDIA AGREED TO A CONDITION BY THE UNITED STATES, THAT THE PLANT BE OPEN TO PERIODIC INTERNATIONAL INSPECTION ONCE IT IS IN FULL OPERATION.

    THE LOAN WILL DEFRAY THE COSTS OF DESIGN AND CONSTRUCTION OF THE PLANT, THE INITIAL NUCLEAR FUEL CHARGE AND PLACING THE PLANT ON AN OPERATING BASIS. THE TARAPUR PLANT IS SCHEDULED FOR COMPLETION BY 1966, AND WILL FEED SOME 380-THOUSAND MEGAWATTS INTO THE MAHAPASHTRA-GUJARAT INDUSTRIAL COMPLEX, WHICH FACES A POWER DEFICIT BY THE END OF 1968.
