    Celebrations of a battle 150 years ago, when partisans from eight South American countries united to finally crush Spanish power on the continent, failed to produce a comparable victory for South American political unity last week.

    Peru's President Valasco originally invited seven South American heads of state to celebrate the 150th anniversary of the Battle of Ayacucho on December 9. Only three turned up. And the Battle Anniversary Summit was notable for the political infighting -- with Chilean Head of State Auguste Pinochet refusing to attend because Cuba was invited, and Cuban Foreign Minister Raul Roa describing General Pinochet as "A degenerate and a son of a whore".

    Nevertheless, the four heads of state -- from Peru, Venezuela, Panama and Bolivia -- jonned with government representatives from Argentina, Colombia, Chile and Ecuador to sign the Declaration of Ayacucho.

    This agreement reaffirmed Latin America's right over its natural resources and called for a halt in arms purchases.

    Anniversary celebrations included a reconstruction of the Battle of Ayacucho, fought in the foothills of the Andes. In the original action, 5,780 patriots overcame a force of over 9,000 Spanish troops. It proved the decisive battle in South America's struggle for independence, and marked the end of three centuries of Spanish domination.
