    President Carter has been the target of criticism by the leader of one of America's major black organisations. Mr. Vernon Jordan, President of the National Urban League, says that both black and poor people resent Mr. Carter's emphasis on economics -- balanced budgets instead of balanced lives. Speaking in Washington Mr. Vernon charged that the list of what has not been done by the carter administration far exceeded its accomplishments.

    The A.B.C's Peter Barnett says it's the harshest criticism of Mr. Carter by a black leader since he was elected President -- with 94-percent of the black vote.

    It comes at a time when a massive urban renewal programme is underway in Washington itself. Thousands of young middle class couples-mostly black-are moving into what used to be one of the most desolate city centres in the United States. Peter Barnett has the story.
