MEANWHILE THE STREETS OF THIS USUALLY BUSTLING CITY WERE QUIET AS THOUSANDS OF INDIANS MADE THEIR WAY TO THE AIRPORT TO GREET THE RETURNING BODY OF THEIR DEAD LEADER - WHO LESS THAN TWENTY-FOUR HOURS EARLIER HAD CONCLUDED A HISTORIC "NO-WAR" AGREEMENT WITH THE PRESIDENT OF PAKISTAN, PRESIDENT AYUB KHAN.

    NEWSPAPERS IN NEW DELHI CARRIED HEAVY HEADLINES ANNOUNCING THE PRIME MINISTER'S DEATH.

    THE FUNERAL OF MR. SHASTRI TAKES PLACE ON WEDNESDAY WHEN HIS BODY WILL BE BURNT ON A FUNERAL PYRE ON THE BANKS OF THE RIVER JUMA - NEAR THE SPOT WHERE MR. NEHRU AND MAHATMA GANDHI WERE CREMATED.

    AS THE BODY OF MR. SHASTRI ARRIVED AT DELHI LATER TODAY, HUNDREDS OF THOUSANDS OF SOBBING INDIANS JAMMED THE ROAD FROM THE AIRPORT. ABOUT SIX THOUSAND UNIFORMED SOLDIERS, SAILORS AND AIRMEN LINED THE ROUTE.
