    TRANSCRIPT: WILSON: "FIRST, I STRESS OUR LOYALTY TO THE UNITED NATIONS, WHICH, WITH ALL ITS DEFECTS AND DISAPPOINTMENTS, REMAINS THE HOPE OF THE WORLD." (APPLAUSE)



    "THEY ARE CONCERNED ABOUT RACE. NO NATION, IT WAS PROCLAIMED A CENTURY AGO, CAN LIVE HALF SLAVE, HALF FREE. AND IN 1964 THE WORLD CANNOT LIVE WITH A DIVISION BETWEEN FIRST-CLASS AND SECOND-CLASS CITIZENS, DIFFERENTIATED BY THE COLOUR OF THEIR SKIN. IF WE ARE GOING TO SPEAK WITH AUTHORITY ABROAD, WE HAVE A DUTY AT HOME TO SHOW OUR DEEP LOATHING AND TO CONDEMN BY OUR WORDS, AND OUTLAW BY OUR DEEDS, RACIAL INTOLERANCE, COLOUR PREJUDICE, ANTI-SEMITISM: WHETHER THEY BE FOUND IN THE ACTIVITIES OF SQUALID RELICS OF PRE-WAR FASCISM, IN THE BEHAVIOUR OF POLITICIANS OF ANY PARTY -- OR IN THE ATTITUDES OF A SO-CALLED LABOUR CLUB."



    WILSON: "FOR OBVIOUS REASONS I CAN'T GO INTO DETAILS TONIGHT, BUT LET ME MAKE ONE THING CLEAR. WE REJECT CATEGORICALLY ANY IDEA OF A SEPARATE EUROPEAN DETERRENT. SUCH A PROPOSAL WE REGARD AS DANGEROUS - IT WOULD WEAKEN AND DIVIDE NATO. IT WOULD, I THINK, FACE OUR AMERICAN ALLIES WITH A SERIOUS REAPPRAISAL OF THEIR ATTITUDE TO EUROPE: IT WOULD BE IN OUR VIEW, A FATAL BLOW TO THE HOPE OF FURTHER EASEMENT OF TENSION, FURTHER CONSTRUCTIVE AGREEMENTS BETWEEN EAST AND WEST."

    Background: THE BRITISH GOVERNMENT HAS CATEGORICALLY REJECTED ANY IDEA OF SEPARATE EUROPEAN DETERRENT. MR. HAROLD WILSON, THE PRIME MINISTER, EMPHASISED THIS DURING HIS SPEECH TONIGHT (MONDAY) AT THE TRADITIONAL LORD MAYOR'S BANQUET IN LONDON.

    EARLIER IN THE SPEECH MR. WILSON PAID THIS TRIBUTE TO THE UNITED NATIONS:
    THE PRIME MINISTER BROKE WITH THE USUAL TRADITION OF THE BANQUET. INSTEAD OF TREATING IN DETAIL WITH THE GOVERNMENT'S ATTITUDE TO A MAJOR ISSUE IN WORLD AFFAIRS, HE WENT OUT OF HIS WAY TO REPUDIATE RACIALISM AT HOME AND ABROAD:
    AND THEN MR. WILSON TURNED TO "THE PROBLEMS OF THE ALLIANCE, WHICH WILL DOMINATE THE DISCUSSIONS WE ARE TO HAVE WITH THE UNITED STATES AND WITH OUR EUROPEAN PARTNERS OVER THE NEXT FEW WEEKS AND MONTHS." HE FIRST MENTIONED THE TENDENCIES TO SEPARATISM:
    (IN HIS SPEECH, MR WILSON ALSO REFERRED TO BRITAIN'S FRIENDS IN EFTA, THE REST OF EUROPE AND THE WIDER TRADING COMMUNITY OF WHICH BRITAIN IS A PART. HE SAID THE SERIOUS TRADE CAP HAD FORCED HIS GOVERNMENT TO TAKE TEMPORARY MEASURES TO CHECK IMPORTS WHICH, HOWEVER UNAVOIDABLE, HE REGARDED AS A STEP IN THE WRONG DIRECTION. BUT HE SAID THE MEASURES WERE ONLY TEMPORARY AND WOULD LAST ONLY AS LONG AS THEY WERE NEEDED.)
