    THE SOVIET NOTE TO FINLAND OF OCTOBER 31 ASKING FOR JOINT NEGOTIATIONS AGAINST A THREATENED ATTACK FROM GERMANY, HAS AROUSED WORLD-WIDE SPECULATION THAT RUSSIA MAY BE SEEKING MILITARY BASES IN FINLAND. THIS FOCUSES ATTENTION ON THE ALAND GROUP OF ISLANDS, AND ARCHIPELAGO AT THE ENTRANCE TO THE GULF OF BOTHNIA, ABOUT 25-MILES FROM THE COAST OF SWEDEN AND 15- MILES FROM THAT OF FINLAND.

    MILITARY FORTIFICATION OF THE GROUP, CONSISTING OF NEARLY 300 ISLANDS, OF WHICH 80 ARE INHABITED, COULD COMPLETELY BLOCK THE GULF, AND GIVE THE OCCUPIERS A VALUABLE BALTIC SEA BASE. THERE ARE SEVERAL EXCELLENT HARBOURS WHICH ARE OF GREAT IMPORTANCE BECAUSE THEY ARE FROZEN UP FOR MUCH BRIEFER PERIODS THAN USUAL IN THIS AREA.

    SOVIET HINTS THAT THE ALAND GROUP WERE ONCE RUSSIAN TERRITORY RECALLS THAT INDEED THEY WERE CEDED TO RUSSIA BY SWEDEN IN 1809, TOGETHER WITH THE TERRITORIES FORMING THE GRAND-DUCHY OF FINLAND OF THE MAINLAND, AND REMAINED RUSSIAN UNTIL 1917, WHEN FINLAND WAS PROCLAIMED AND INDEPENDENT AND SOVEREIGN STATE. IN 1854, DURING THE CRIMEAN WAR, AN ANGLO-FRENCH FORCE DESTROYED THE FORTRESS OF BOMARSUND, RUINS AND RELICS OF WHICH CAN STILL BE SEEN. BY THE "ALAND CONVENTION," BETWEEN GREAT BRITAIN, FRANCE AND RUSSIA ON MARCH 30 1856 , IT WAS STIPULATED THAT "THE ALAND ISLANDS SHALL NOT BE FORTIFIED, AND THAT NO MILITARY OR NAVAL ESTABLISHMENTS SHALL BE MAINTAINED OR CREATED ON THEM."
