    In Djakarta, army and navy units drawn up before the presidential Merdeka palace and a large banner-carrying crowd heard July 5 President Soekarno announce the return of the 1945 Revolutionary Constitution investing the President with vitually doctoral powers.

    The President appears on a dais at the Palace to be given a salute. In his speech, the President decreed the dissolution of the Constituent Assembly which failed to produce a permanent constitution.

    He then decreed the formation of a provisional people's consultative congress to take over the task of constitution-marking from the Assembly. For the first time the arms is expected to have its nominees in Congress.

    The President returned to Djakarta June 29 after his world tour of 9 1/2 weeks. Indonesia is near bankruptcy born of chronic economical and political chaos since it won freedom from the Japanese occupation army 1945 and independence from the Dutch 1949.
