    Maltese Premier Dom Mintoff and British Defence Secretary Lord Carrington flew into Rome on Monday (7 February) for further talks on the Malta basses crisis. It will be the fourth time the two men have met since mid-January when Mr. Mintoff lifted an ultimatum for the withdrawal of all British forces from Malta.

    Mr. Mintoff, who arrived aboard a British Royal Air Force aircraft, was asked if he was more optimistic about the outcome of this set of talks. "One always begins hopefully", he said. "However to achieve a positive result, much depends on the position of the other side," he added.

    The two main obstacles in the way of an agreement are reportedly differences about money and about how many Maltese civilians Britain is willing to go on employing. Meanwhile, Britain is continuing to pull out its troops and military equipment.
