    THE SHAH OF IRAN ON FRIDAY (MAY 5TH) FORMALLY OPENED THE 65TH CONGRESS OF THE INTERNATIONAL OLYMPIC COMMITTEE IN TEHERAN. THE SHAH WAS WELCOMED AT THE COLOURFUL CEREMONY BY MR. AVERY BRUNDAGE, THE IOC'S PRESIDENT.

    THE PRELIMINARY MEETINGS OF NATIONAL COMMITTEES IN TEHERAN THIS WEEK HAVE DOMINATED BY THE QUESTION OF SOUTH AFRICAN PARTICIPATION AT THE MEXICO OLYMPICS NEXT YEAR.

    SOUTH AFRICA, BARRED FROM THE TOKYO GAMES IN 1964 BECAUSE OF ITS POLICY OF APARTHEID IN SPORTS, HAS A DELEGATION IN TEHERAN AND WISHES TO TAKE PART AT MEXICO CITY.

    MR. BRUNDAGE, AND 80-YEAR-OLD AMERICAN, SAID AT THE OPENING CEREMONY THAT THE OLYMPIC MOVEMENT MUST BE FREE OF RELIGIOUS, POLITICAL OR RACIAL PREJUDICE SINCE IT WAS BASED ON THE IDEAL OF NON-DISCRIMINATION.

    FOURTEEN AFRICAN STATES HAVE THREATENED TO WITHDRAW FROM THE 1968 GAMES IF SOUTH AFRICA IS ALLOWED TO PARTICIPATE.
