    INTRODUCTION: Soviet dissident Andrei Amalrik staged an orderly demonstration outside the Elysee Palace in Paris on Wednesday (23 February) to protest at President Valery Giscard D'Estaing's refusal to meet him. Mr. Amalrik wants to discuss human rights in the Soviet Union, but the French leader has dismissed his appeals for an audience.

    SYNOPSIS: Mr. Amalrik and his supporters stalked up and down the pavement outside the Palace. However, a spokesman for President Giscard told him that it was not up to people visiting France to demand a meeting with its leader.

    The comment clearly indicated the growing French irritation with the Soviet historian. He was detained briefly by police when he arrived at the Palace, carrying a placard demanding the application of the Helsinki accords on detente and human rights.

    Mr. Amalrik was released after an identity check. he said he would be staging a one-day hunger strike to draw attention to the importance of human rights.
