    Background: Aid for central Africa refugees is under way. Directed by the United Nations High Commission for Refugees, supplies worth more than 28 million dollars are being sent to Chad. United Nations agencies have provided about half, governments have supplied about one third, and voluntary organisations the remainder. This assignment is from the Netherlands. It includes sacks of flour, tinned fish, soap, cooking oil and rice, and is intended for Chadian refugees returning home after spending years in refugee camps in Cameroon. They had fled the Chadian civil war which ended with a fragile truce in December 1980. Many now live in hastily constructed huts and tents in and around the Chad capita. N'Djamena. The aid has helped them start leading normal lives again. A year ago there was no water or electricity in N'Djamena, no health services, no food in the markets. The banks were shut, currency was not circulating, and most communication services were cut. Today, many essential services are operating again, and United Nations sources say 216,000 people are benefiting from the rehabilitation programme in Chad.
