    THE NEUTRALIST LEADER IN LAOS, PRINCE SOUVANNA PHOUMA HAS AGREED TO CONTINUE AS PREMIER OF THE STRIFE TORN SOUTH EAST ASIAN KINGDOM.

    THIS WAS ANNOUNCED TODAY (FRIDAY) BY GENERAL KOUPRASITH ABHAY WHO LED THE RIGHT WING COUP A WEEK AGO. AT A NEWS CONFERENCE IN VIENTIANE TODAY (FRIDAY) GENERAL KOUPRASITH SAID THE 1962 GENEVA AGREEMENT AND ITS IMPLEMENTATION WOULD BE RE-EXAMINED. HE SAID THE REVOLUTIONARY COMMITTEE COULD KEEP FULL CONTROL IN VIENTIANE UNTIL THE GOVERNMENT WAS FULLY OPERATIONAL.

    THE RIGHT-WING ARMY GROUP LED BY GENERAL KOUPRASITH ABHAY AND POLICE CHIEF GENERAL SIHO, SEIZED POWER IN VIENTIANE, THE CAPITAL OF LAOS, AT DAWN LAST SUNDAY (APRIL 19.)
    THE NEUTRALIST PREMIER,PRINCE SOUVANNA PHOUMA, WHO HAD HELD THE POST OF PREMIER FOUR TIMES AND SEVERAL OTHER NEUTRALIST LEADERS WERE DETAINED AFTER TROOPS SURROUNDED THEIR HOUSES.

    THE TAKE-OVER CAME AFTER SOME SKIRMISHING WITH NEUTRALIST FORCES AND A DAY AFTER PRINCE SOUVANNA PHOUMA ANNOUNCED WITH TEARS IN HIS EYES, HIS INTENTION TO QUIT THE PREMIERSHIP BECAUSE THE THREE FACTIONS - RIGHTING, NEUTRALIST AND LEFTWING - HAS FAILED TO RESOLVE THEIR DIFFERENCES.

    THE HOUSE OF GENERAL AMKHA SOUKHAVONG, NEUTRALIST MILITARY ADVISER WAS RIDDLED BULLETS AND ENCIRCLED BY TROOPS. THE INTERNATIONAL CONTROL COMMISSION OFFICE WAS ALSO ENCIRCLE. THE COMMISSION WAS SET UP BY THE GENEVA CONFERENCE IN 1962.

    THE COALITION GOVERNMENT OF NEUTRALIST, RIGHTING AND PRO-COMMUNIST PATHET LAO HAD BEEN IN POWER IN LAOS FOR THE LAST TWENTY-TWO MONTHS FOLLOWING AN AGREEMENT IN GENEVA WHICH NEUTRALISED LAOS.

    ON APRIL 20, PRINCE SOUVANNA PHOUMA, AFTER BEING RELEASED FROM DETENTION, FLEW WITH SOME LAOTIAN NOTABLES TO LUANG PRABANG, THE ROYAL CAPITAL FOR A MEETING WITH KING SAVANG VATHANA. THE KING HAD ALSO TALKED TO THE COUP LEADERS, WHO HAD GONE TO SEE HIM.

    MEANWHILE, GENERAL PHOUMI NOSAVAN, DEFENCE MINISTER AND LEADER OF THE RIGHTING FACTION SAID HE WOULD MAKE EVERY EFFORT TO PRESERVE THE GENEVA AND ZURICH AGREEMENT ON LAOS AND ADDED HE HAD NO CONTROL OVER THE COUP LEADERS.

    FLASHBACK: THE THREE LEADERS - GENERAL PHOUMI NOSAVAN (RIGHTING), PRINCE SOUVANNA PHOUMA (NEUTRALIST) AND PRINCE SOUPHANUVONG (HALF-BROTHER OF PRINCE PHOUMA AND LEADER OF THE PRO-COMMUNIST PATHET LAO), TALKING TO NEWSMEN AFTER THEIR SECOND MEETING COLLAPSED.

    THE MEETING WAS HELD AT THE PLAINE DES JARRES, NORTH-EAST LAOS, WHERE THEY TRIED TO SOLVE THE LAOTIAN CRISIS. IT WAS HERE THAT PRINCE SOUVANNA PHOUMA ANNOUNCED HIS INTENTION TO RESIGN FROM THE PREMIERSHIP.
