    MR ARSENE ASSOUAN USHER, NEWLY-APPOINTED IVORY COAST FOREIGN MINISTER AND HIS COUNTRY'S FORMER PERMANENT DELEGATE TO THE UNITED NATIONS, ARRIVE IN FRANCE LAST SATURDAY ON HIS WAY TO NEW YORK TO TAKE FORMAL LEAVE OF U THANT, THE U.N. SECRETARY-GENERAL. YESTERDAY (THURSDAY) HE CONFERRED AT THE AUAI D'ORSAY WITH THE FRENCH FOREIGN MINISTER, M.COUVE DE MURVILLE.

    AFTER THE TALKS, MR USHER TOLD JOURNALISTS: "WE TALKED ON THE POLITICAL SITUATION IN AFRICA IN THE LIGHT OF THE RECENT EVENTS THERE." ASKED ABOUT THE ATTITUDE TOWARDS RHODESIA OF THE AFRICAN GROUP AT THE U.N., MR USHER REPLIED: "THE RHODESIAN PROBLEM IS IN THE MIND OF ALL AFRICANS, AND THE SOLUTION OF THE PROBLEM WILL DETERMINE THE SHAPE OF OUR RELATIONS WITH GREAT BRITAIN."
    MR USHER STUDIED LAW IN FRANCE AND PRACTISED IN POITIERS IN THE MID-1950S. HE BECAME HEAD OF THE IVORY COAST'S U.N. MISSION IN 1961. THE IVORY COAST BECAME AN INDEPENDENT REPUBLIC ON 7 AUGUST 1960, AFTER HAVING BEEN A TERRITORY OF FRENCH WEST AFRICA FROM 1904. THE REPUBLIC WAS ADMITTED TO THE U.N. ON 20 SEPTEMBER, 1960.
