SINCE MONDAY, WHEN THE INDIAN COMMUNIST PARTY BEGAN FIVE DAYS OF NATION-WIDE AGITATION, THERE HAVE BEEN MORE THAN 10,000 ARRESTS ACCORDING TO REPORTS.

    ONE SUGGESTION TO EASE THE PROBLEM HAS COME FROM MR PATIL, A FORMER MINSTER FOR FOOD WHO HAS JUST RETURNED FOR THE UNITED STATES. HE HAS SUGGESTED AN AGREEMENT TO IMPORT 20 MILLION TONS OF SURPLUS FOOD GRAINS OVER THE NEXT FOUR YEARS FROM THE UNITED STATES. HE BELIEVES THAT WASHINGTON IS "FAVOURABLY INCLINED" TO AN AGREEMENT TO SUPPLY INDIA WITH GRAIN AGAINST PAYMENT IN RUPEES.
