    THE COUNCIL OF MINISTER OF THE ORGANISATION OF SENEGAL RIVER STATES HAVE BEGUN MEETING IN DAKAR, SENEGAL, TO DISCUSS FUTURE OPERATIONS AND PLAN A STRENGTHENING OF THE ORGANISATION'S STRUCTURE. PRESIDING AT THE MEETING WAS MAURITANIA'S MINISTER OF PLANNING AND RURAL DEVELOPMENT, MR. MOKTAR OULD HAIBA.

    SENEGAL'S MINISTER OF PLANNING AND INDUSTRY, MR. ABDOU DIOUF, TOLD THE OPENING SESSION THAT THE MOST URGENT TASKS APPEARED TO BE TO SPEED UP STUDIES FOR HARNESSING THE RIVER SENEGAL AND TO START A PROCESS OF INDUSTRIAL HARMONISATION.

    MR. OULD HAIBA WARNED MEMBERS THAT INTERNAL AND EXTERNAL ENEMIES WERE TRYING TO OPEN FISSURES IN THE ORGANISATION.

    THE COUNCIL BEGAN WORK BY HEARING A REPORT FROM ITS EXECUTIVE SECRETARIAT ON PROGRESS SINCE THE ORGANISATION'S FOUNDATION IN JULY, 1968.

    THE COUNCIL MEMBERS, DURING THEIR FIVE-DAY CONFERENCE, WILL MAKE PREPARATIONS FOR THE ORGANISATION'S SUMMIT MEETING IN GUINEA ON FEBRUARY 3.

    REPRESENTING GUINEA AT THE MEETING WAS FINANCE MINISTER ISMAEL TOURE, WHILE THE SECRETARY OF STATE FOR INDUSTRIAL DEVELOPMENT AND PUBLIC WORKS, MR. ROBERT N'DAW, REPRESENTED MALI.
