    Background: On the second day of his stay in Delhi Ted Kennedy met Indian Foreign Secretary Mr. T.N. Kaul and the Indian Minister for Rehabilitation Mr. Khadilkar. Mr. Khadilkar is responsible for the care of East Pakistani refugees in India. The two were together for about half an hour. Thereafter Mr. Kennedy talked informally to a group of journalists assembled in the Committee Room of the Rehabilitation Minister. He replied to the four problems..whether the refugees would stop coming to India, what would the number ultimately soar to, whether there a political solution to the problem and whether international community has responded fairly to the problem. Mr. Kennedy later in the evening called on the Indian President Mr. V.V. GIRI. He was accompanied by the US Ambassador in New Delhi Mr. Keating.
