TWO MILLION VOTERS ARE EXPECTED TO TURN OUT TO ELECT 140 NATIONAL ASSEMBLY MEMBERS AFTER AN ORDERLY CAMPAIGN. THE LEADERSHIP BATTLE IS LIKELY TO BE FOUGHT BETWEEN KOMLA GBEDEMAH, 57, NATIONAL ALLIANCE OF LIBERALS (NAL) AND DR KOFI BUSIA, 56, OF THE PROGRESS PARTY (PP).

    THE ELECTION IS BEING CONTESTS BY 477 CANDIDATES FROM FIVE PARTIES. THERE ARE 20 INDEPENDENCE.

    LAST NIGHT (THURSDAY) MR J.W.K. HARLLEY, A MEMBER OF THE NATIONAL LIBERATION COUNCIL HAS RULED THE COUNTRY SINCE FEBRUARY 1966, APPEALED TO VOTERS TO DISREGARD TRIBAL ALLEGIANCES. HE ADDED THAT THE ELECTION WOULD PROVE TO THE WORLD THE COUNCIL'S SINCERITY IN HONOURING ITS PLEDGE TO RETURN THE COUNTRY TO CIVILIAN RULE AS SOON AS PRACTICABLE.

    THE BAN ON POLITICAL PARTIES IN GHANA WAS LIFTED LAST MAY.

    TODAY'S ELECTION WILL BE HELD UNDER THE EYES OF 16,000 POLICE AND SERVICEMEN ON DUTY AROUND THE 8,000 POLLING STATIONS.

    THE TWO MEN MOST LIKELY TO SUCCEED NKRUMAH ARE A CONTRAST IN PERSONALITIES. BUSIA IS A QUIET PROFESSOR; GBEDEMAH A FLAMBOYANT BUSINESSMAN.

    DR. BUSIA, AN AKAN CHIEF, IS AN INTERNATIONALLY RESPECTED SOCIOLOGY DON WHO HAD HELD POSTS AT OXFORD UNIVERSITY AND THE HAGUE. MR GBEDEMAH, A FORMER FINANCE MINISTER AND NOW A SUCCESSFUL CHICKEN FARMER, WAS INSTRUMENTAL IN ARRANGING THE FINANCING FOR GHANA'S AKOSOMBO DAM AND POWER PROJECT -- ONE OF WEST AFRICA'S MOST PRESTIGIOUS SCHEMES.

    BOTH THEIR PARTIES HAVE CAMPAIGNED UNDER THE SUN SYMBOL: THE PP BEING THE RISING SUN AND THE NAL THE MORNING SUN. THERE THE SIMILARITY ENDS. EACH HAVE DENOUNCED THE OTHER WITH BITTER RECRIMINATIONS IN THEIR RESPECTIVE NEWSPAPERS.

    THE FIRST PARTY WHO WIN 71 SEATS OF THE 140 CONTESTS WILL AUTOMATICALLY FORM THE NEXT GOVERNMENT. FEW OBSERVERS FEEL ANY ONE PARTY HAS THIS DEGREE OF SUPPORT AND THAT A COALITION WILL BE THE FINAL RESULT.
