    Mass rallies and meetings have been held throughout Egypt to mark the second anniversary of the implementation of President Sadat's major reform programme, which was launched after an unsuccessful plot to overthrow the President on 15 May, 1971.

    On Tuesday (15 May), the Central Council of the Arab Socialist Union -- Egypt's only political party -- held a special meeting to mark the event. The party and the Egyptian Government organisation was restructured and a permanent constitution drawn up (for the first time since the July, 1952 revolution) under the reform programme.

    Former Vice-President Aly Sbry, ex-Interior Minister Cheerio Gomaa and other high-ranking officials were sentenced to life imprisonment with hard labour by a People's Court after the plot was foiled.

    Among leading Arab Socialist Union officials at Tuesday's meeting were Mr. Hafez Ghanem, Mr. Madouh Salem and Mr. Hafez Badawy, Speaker of the People's Assembly.
