    SIXTEEN POLITICAL PARTIES AND GROUPS WILL BE CONTESTING ISRAEL'S GENERAL ELECTIONS ON OCTOBER 28. WITH 400,000 NEW VOTERS AMONG THE 1,750,000 ELECTORATE, THE OUTCOME OF THE POLL IS CONSIDERED EXTREMELY UNPREDICTABLE. BUT PRIME MINISTER MRS. GOLDA MEIR WAS NOT DETERRED FROM APPEALING FOR AN ABSOLUTE MAJORITY FOR THE LABOUR PARTY AS SHE CAMPAIGNED FOR VOTES YESTERDAY (TUESDAY).

    APPEARING WITH MAYOR TEDDY KOLLEK AT A JERUSALEM ELECTION CAMPAIGN MEETING, MRS. MEIR TOLD SUPPORTERS THAT A MAJORITY PARTY WAS NEEDED TO GOVERN ISRAEL -- A PARTY CAPABLE OF TAKING SOLE RESPONSIBILITY FOR GOVERNMENTAL DECISIONS.

    THE COUNTRY IS AT PRESENT RUN BY A COALITION GOVERNMENT. ONLY LAST MONTH, A THREATENED SPLIT IN THE RULING UNITED LABOUR PARTY WAS AVERTED WHEN DEFENCE MINISTER MOSHE DAYAN REFUSED TO CONTINUE LEADING THE RAFI FACTION IF IT BROKE AWAY FROM THE LABOUR PARTY.

    THE OTHER TWO GROUPS WITHIN THE LABOUR PARTY ARE THE MAPAI -- HEADED BY MRS. MEIR AND SO FAR THE COUNTRY'S LARGEST SINGLE PARTY -- AND THE SLIGHTLY MORE LEFT-WING AHDUT HA' AVODA LABOUR PARTY LED BY DEPUTY PREMIER YIGAL ALLON.

    WITH SO MANY PARTIES CONTESTING THE ELECTIONS, IT IS CONSIDERED LIKELY THAT A COALITION GOVERNMENT WILL CONTINUE TO RULE ISRAEL. BUT WHATEVER THE COMPOSITION OF THE NEW GOVERNMENT AFTER OCTOBER 28, IT WILL PROBABLY BE HEADED BY MRS. MEIR, WHO IS CURRENTLY THE ONLY CANDIDATE FOR THE PREMIERSHIP. THE POSTS OF GENERAL DAYAN, MR. ALLON AND FOREIGN MINISTER ABA EBAN ALSO SEEM RELATIVELY SAFE.
