    Supporters of proposed change in British law in protect United States deserters seeking refuge in the United Kingdom lobbied the House of Lords in London today (Tuesday).

    It was the first ever organised lobby of the British Upper House, but the bill failed on its second reading by 95 votes to 54.

    About 50 people carrying banners gathered outside the House of Lords to support Lord Gifford, the young peer who was behind the bill. Lord Gifford wanted a change to a 1952 law under which any American deserter picked up in Britain could be returned to United States authorities. He also proposed deserters should be put on the same basis as draft resisters.

    Harry Pincus is the organiser of "United States Exiles in Britain", an organisation that helps deserters and draft dodgers. He explained the plight of deserters on the run to a reporter:
