The President of Tanzania, President Nyerere has made a brief official visit to Ethiopia. The head of state for Ethiopia, Colonel Mengistu, held a half day of talks with Dr Nyerere during the visit.
SYNOPSIS: The rain did not deter a full ceremonial welcome for the Tanzanian President, and a top level official party headed by Ethiopia's Colonel Mengistu waited under umbrellas. The meeting between the two leaders was a clear demonstration of friendly relations between these two African states which proclaim adherence to socialist principles.
The welcoming ceremony included bands and a guard of honour, and high ranking army officers were present among the representatives of the government and the diplomatic officials in the reception line. This visit closely follows the summit meeting of the Organisation of African Unity, at which a solution was proposed to Ethiopia's dispute with Somalia over possession of the Ogaden Desert. The plan was rejected by Ethiopia. There was little evidence in Addis ababa of the fighting in the main area of conflict, in Eritrea to the north, but security was stringent.
The welcome continued at the National palace where government officials and diplomats were waiting. For his part, President Nyerere recently defended the presence of Cuban and Soviet forces in Ethiopia. He said that these outside forces have helped the Ethiopians defend their country against external aggression, and made plain his opinion that those forces had not engaged in any fighting outside Ethiopia's borders. The concurrence of President Nyerere and Colonel Mengistu on major issues such as these set an atmosphere of friendliness and solidarity for the talks between the two leaders.
