    IN A BROADCAST LAST NIGHT THE NEW PRESIDENT M.ALPHONSE MASSEMBA-DEBAT, SAID HIS GOVERNMENT WOULD CONTINUE THE POLICY OF FRIENDSHIP WITH FRANCE AND COMMENTED THAT PRESIDENT DE GAULLE "INVARIABLY TAKES A SERENE AND OBJECTIVE VIEW OF SUCH TROUBLESOME EVENTS."
    THIS WAS THE SCENE ON THURSDAY WHEN PRESIDENT YOULOU RESIGNED.THE REPUBLIC AT THIS TIME WAS CONTROLLED BY THE NATIONAL CONGOLESE ARMY.IN THE MORNING DEMONSTRATORS COLLECTED ONCE AGAIN OUTSIDE THE PRESIDENTIAL PALACE, WHICH WAS GUARDED BY FRENCH TROOPS.SHORTLY AFTER MIDDAY THE PRESIDENT HELD A 40 MINUTE MEETING WITH TRADE UNION LEADERS WHO HAVE SPEARHEADED THE DEMONSTRATIONS.NEWS OF HIS RESIGNATION WAS THEN BROADCAST TO THE CROWDS OUTSIDE THE PALACE, WHO DISPERSED CHEERING.

    PRESIDENT YOULOU, 46-YEAR-OLD, HAD BEEN PRESIDENT SINCE 1959, THE YEAR BEFORE HE DECLARED INDEPENDENCE.

    LATER THAT NIGHT EX-PRESIDENT YOULOU LEFT THE OFFICIAL RESIDENCE.
