    THE BORDER BETWEEN THE INDIAN PROTECTORATE OF SIKKIM AND TIBET IS QUIET NOW, FOLLOWING FOUR DAYS OF SHELLING BETWEEN ARTILLERY BATTERIES OF THE PEOPLE'S REPUBLIC OF CHINA AND INDIA. IN THE NEARBY TOWN OF GANGTOK, CIVILIANS ARE USING THE LULL TO DIG DITCHES AND TRAIN FOR CIVIL DEFENCE.

    THE LULL FOLLOWS A WARNING BY THE CHINESE (GIVEN, THE INDIAN DEFENCE MINISTRY SAYS, IN A GARBLED VERSION OF EVENTS) THAT THEY WOULD "ANNIHILATE" EVERY INDIAN ON THE BORDER UNLESS THE FIRING STOPPED. SINCE THEN, DEFENCE MEASURES HAVE BEEN GOING ON APACE IN THE PROTECTORATE, AND A BLACKOUT HAS BEEN INSTITUTED.

    SWARAN SINGH, THE DEFENCE MINISTER, IS HAVING TALKS WITH THE RUSSIAN LEADERS IN MOSCOW ON HIS WAY TO LEAD A DELEGATION TO THE UNITED NATIONS. OFFICIALS SAY THE VISIT WAS ARRANGED SOME TIME AGO, AND HAD NO CONNECTION WITH THE BORDER UNREST. BUT THE FIRING WAS BOUND TO BE DISCUSSED.
