    GHANA'S INSPECTOR-GENERAL OF POLICE, MR. J.W.K. HARLLEY SPOKE OF THE NEED FOR A POWERFUL AND EFFICIENT POLICE FORCE IN GHANA WHEN HE INAUGURATED A TRAINING COURSE FOR SELECTED POLICE OFFICERS AT ACHIMOTA ON SUNDAY.

    THE OFFICERS ARE TO RECEIVE AN INTENSIVE COURSE IN ADMINISTRATION AND MANAGEMENT AT THE INSTITUTE OF PUBLIC ADMINISTRATION AT GREENHILL, ACHIMOTA.

    IN HIS ADDRESS, MR. HARLEY SAID THAT THE ONLY WAS TO JUSTIFY THE GHANA POLICE FORCE WAS TO MAKE IT EFFICIENT AND POWERFUL ENOUGH TO COMBAT THE INCREASING CRIME WAVE IN GHANA. IN ORDER TO ACHIEVE THIS, HE SAID, GHANA NEEDED A TRAINED BODY OF SELECTED OFFICERS CAPABLE OF DEFINING AND EVALUATING THE AIMS OF THE SERVICES.

    TWENTY-FOUR OFFICERS HAD BEEN CHOSEN TO TAKE THE NEW COURSE. IT WAS DESIGNED TO INCREASE THE KNOWLEDGE AND EXPERIENCE OF THE OFFICERS IN ADMINISTRATIVE MANAGEMENT.

    MR. HARLLEY ALSO CALLED FOR THE COURAGE TO SCRAP METHODS OF ORGANISATION OF THE POLICE WHICH PROVED INEFFECTIVE.

    HE SAID THAT MANY STATE ENTERPRISES AND DEPARTMENTS HAD SUFFERED IN THE PAST FROM A LACK OF TRAINED PERSONNEL AND IT WAS TO OVERCOME THIS DEFICIENCY THAT THE NEW COURSE HAD BEEN INITIATED.
