  • Description

AT A PRESS CONFERENCE IN HIS ELISABETHVILLE PALACE LAST WEDNESDAY PRESIDENT TSHOMBE (FRENCH SOF) THREATENED A "SCORCHED EARTH" POLICY IF THE UNITED NATIONS ATTACKED KOLWEZI, WHERE THE UNION MINIERE HAS ITS COPPER AND COBALT PLANT.HE CONFIRMED THAT THE KATANGESE HAD MINED EVERY MAJOR INDUSTRIAL INSTALLATION THERE READY FOR DEMOLITION.

THE PRESIDENT ALSO SAID, HOWEVER, THAT HE WAS READY TO APPLY U THANT'S CONGO REUNIFICATION PLAN.THE PRINCIPAL MATTER CONFRONTING KATANGA WAS THE TOTAL APPLICATION OF U THANT'S PLAN - BUT IT MUST BE "APPLIED SIMULTANEOUSLY BY LEOPOLDVILLE AND BY ME, AND I AM READY TO CONSIDER ALL ITS APPLICATIONS".

MR TSHOMBE, WHO HAD RETURNED FROM VOLUNTARY EXILE THE DAY BEFORE, SAID HE WAS "STILL THE LEGAL REPRESENTATIVE OF THE KATANGA PEOPLE" BECAUSE THEY HAD ELECTED HIM, "WHETHER THE UNITED NATIONS LIKES IT OR NOT." HE SAID HE HAD CALLED IN HIS ADMINISTRATIVE CHIEFS AND TOLD THEM TO START WORK TO PROTECT KATANGA'S ECONOMY.

UNITED NATIONS TROOPS WERE ORDERED THAT NIGHT TO PLACE PRESIDENT TSHOMBE UNDER HOUSE ARREST AT HIS PALACE FOLLOWING HIS "SCORCHED EARTH" THREAT.A UN SPOKESMAN ANNOUNCED THE ORDER SHORTLY AFTER ISSUING A WRITTEN STATEMENT ON BEHALF OF SECRETARY-GENERAL U THANT, SAYING IT APPEARED TO BE FRUITLESS TO SEEK ASSURANCES FOR A PEACEFUL SOLUTION FROM MR TSHOMBE IN VIEW OF HIS STATEMENT AT THE PRESS CONFERENCE.

ON THURSDAY IT WAS REPORTED THAT THE UN HAD CANCELLED MR TSHOMBE'S ARREST AFTER THE PRESIDENT'S OFFER TO THE UN OF FREEDOM OF MOVEMENT DOWN THE MAIN ELISABETHVILLE-SAKANIA ROAD TO RHODESIA.

UN FORCES DROVE TODAY (FRIDAY) TO WITHIN 70 MILES OF KOLWEZI, AND THE CENTRAL CONGOLESE GOVERNMENT WARNED PRESIDENT TSHOMBE THAT HE WILL BE HELD ACCOUNTABLE FOR ANY SABOTAGE.A UN SPOKESMAN IN LEOPOLDVILLE SAID A UN INDIAN PLATOON HAD PENETRATED TO KAKANDA ON THE DIKUWE RIVER, 45 MILES WEST OF JADOTVILLE AND WAS LOOKING FOR A PLACE TO CROSS THE RIVER.MORE UN INDIAN TROOPS HAD REACHED THE MINING RAILHEAD AT SHANGOLOWE, WEST OF JADOTVILLE, WITHOUT MEETING OPPOSITION.
