In London on Tuesday (7 Sept) Mr. Reginald Maudling, Britain's Home Secretary announced his intention to try to arrange talks to find ways, within the constitutional and democratic framework, of giving representatives of minority groups in Northern Ireland...as well as the majority community there.. "an active permanent and guaranteed role in the life and public affairs of Northern Ireland." Mr. Maudling's suggesting that the talks should be between both sides of the Stormon Parliament, and other representatives of both communities in Ulster, and be chaired by him. The precondition is that all concerned agree there can be no support for, or tolerance of, violence....and that civil disobedience should be discontinued.
