    SHARP: "YES, I AM HOLDING A NEWS CONFERENCE A LITTLE LATER OVER AT THE EMBASSY. WE HAD A MOST USEFUL AT TIME. WE'VE BEEN IN DISCUSSION UNTIL NOW. SO YOU CAN UNDERSTAND HOW THROUGH OUR DISCUSSIONS WAS. FIRST PART OF OUR DISCUSSIONS WERE CONCERNED WITH INTERNATIONAL ISSUES. WE TALKED ABOUT THE INDO-CHINA SITUATION, THE MIDDLE EAST RECENT DEVELOPMENTS IN THE COMMON MARKET AND THE POLICES OF OUR RESPECTIVE GOVERNMENTS TOWARDS DEVELOPMENTS IN EUROPE. ON ALL PHASES OF THIS, ECONOMIC AND POLITICAL TO SOME EXTENT. THEN THE SECOND PART OF OUR DISCUSSIONS WAS ON BILATERAL RELATIONS BETWEEN CANADA AND FRANCE. THESE WERE VERY FRANK AND WE DISCUSSED THOROUGHLY THE DESIRE ON BOTH OUR SIDES TO DEVELOP GOOD RELATIONS BETWEEN CANADA AND FRANCE. BOTH OF US ARE AGREED UPON THIS AND I THINK THESE TALKS HAVE LAID THE BASIS FOR VERY CONSTRUCTIVE DEVELOPMENTS.

    Background: RELATIONS BETWEEN CANADA AND FRANCE....WHICH HAVE BEEN STRAINED OVER THE PAST FIVE YEARS.....SHOWED SIGNS OF IMPROVING ON THURSDAY (APRIL 1) WITH THE ARRIVAL OF THE CANADIAN EXTERNAL AFFAIRS MINISTER MR. MITCHELL SHARP IN PARIS. HE WAS MET AT THE AIRPORT BY THE FRENCH FOREIGN MINISTER MR. MAURICE SCHUMANN.

    THE FRANCO-CANADIAN POLITICAL FREEZE CAME TO A HEAD WITH THE VISIT OF FORMER PRESIDENT, CHARLES DE GAULLE TO CANADA IN 1967. SINCE THEN A NUMBER OF POLITICAL INCIDENTS COMBINED WITH THE UPSURGE IN SEPARATIST ACTION HAVE STRAINED RELATIONS BETWEEN THE TWO COUNTRIES.

    HOWEVER, THE RECEPTION GIVEN TO MR. SHARP IN PARIS WAS FAR FROM COOL. THE CANADIAN EXTERNAL AFFAIRS MINISTER WASN'T INVITED TO FRANCE BY THE GOVERNMENT, BUT THE FACT THAT HE WAS MET BY A MINISTER IS SEEN AS A STEP TOWARDS AN EASING IN THE TENSION BETWEEN THE TWO COUNTRIES.

    MR. SHARP IS IN FRANCE TO INAUGURATE THE CANADIAN CULTURAL CENTRE WHICH HE HOPES WILL SERVE AS A POINT OF CONTACT FOR FRENCH PEOPLE INTERESTED IN CANADIAN CULTURE AND NOT MERELY QUEBEC POLITICS.

    MR. SHARP AND MR. SCHUMANN HELD LONG TALKS LAST DECEMBER IN BRUSSELS WHERE THEY WERE ATTENDING THE NATO CONFERENCE. THESE DISCUSSIONS ARE SEEN AS THE BASIS FOR A NEW UNDERSTANDING BETWEEN THE TWO COUNTRIES.

    THE TWO MEN HELD MORE DISCUSSIONS TODAY (FRIDAY).
