    REPORTER: "Mr. Begin, Mr. Sadat says the stalemate now on negotiations is serious -- do you regard this as a deadlock?"



    BEGIN: "(INDISTINCT) there is a stalemate and I can't react to what Mr. Sadat said and I didn't read such a statement to the effect that it is serious. I read his statements and I have my opinion about them -- I prefer not to express it. But we want to carry out everything that is written in the terms of the agreement. And there are proposals by the Egyptian side which are inconsistent with the terms of the agreement -- that is the difference and I stand by my statement as made in the United States because I arrived (INDISTINCT) certain proposals and demands made by the Egyptian delegation. They are inconsistent with the Camp David agreement -- whereas we are true and faithful to this agreement and we want to carry it out as it was signed by President Sadat and myself and by President Carter as a witness. Thank you very much."



    Before leaving New York Mr. Begin said he would be holding a cabinet meeting during this week to discuss the outstanding issues with all the senior members of his coalition government, including his two chief negotiators in Washington, Foreign Minister Moshe Dayan and Defence Minister Ezer Weizman. The Israeli Armed Forced Radio had reported that some cabinet members would recommend that the talks should be shifted from Washington to the Middle East, but a United States spokesman said there was no chance of the venue being changed and there was not even any consideration being given to it.

    Background: The Middle East -- on Monday (13 November) Egypt announced that it was recalling its acting Foreign Minister Boutros Boutros Ghali from the stalled Washington peace treaty talks with Israel. The announcement said he was returning home for consultations,but emphasised that the negotiations were not being suspended. The talks have run into problems over Israel's refusal to link the proposed treaty to withdrawal from the West Bank of the river Jordan and the Gaza strip.

    SYNOPSIS: As the news of the latest setback in the peace negotiations broke Egyptian President Anwar Sadat was holding talks with Vice-President Hosni Mubarek and Prime Minister Moustapha Khalil in Ismailia. Earlier, sources close to President Sadat had said he had decided to suspend the talks and recall his delegation, but this was later denied by the official news agency, Mena.

    President Sadat also conferred with United States Ambassador to Egypt Herman Eilts. Mena says he gave the ambassador a full explanation of Egyptian views on the linkage issue. The agency said this was "in implementation of the Camp David accords callIng for a comprehensive agreement rather than a separate settlement between Egypt and Israel".

    Also on Monday Israeli Prime Minister Menachem Begin arrived home after a visit to the United States and Canada. Before leaving he had been presented with a compromise suggestion to overcome the problem by U.S. Secretary of State Cyrus Vance. At Tel Aviv airport he spoke to newsmen.
