    VOTING IS IN FULL SWING IN KENYA'S FIRST ELECTION FOR INTERNAL SELF-GOVERNMENT. MORE THAN 2 1/2-MILLION KENYANS, OVER 90 PER CENT OF THEM AFRICANS, ARE ELIGIBLE TO VOTE IN THE "ONE MAN, ONE VOTE" POLL, WHICH IS BEING HELD ON SIX DAYS FOR REGIONAL AND NATIONAL LEGISLATURES.

    VOTING WAS QUIET IN MOST AREAS. BUT IN LUMBWA YESTERDAY (SUNDAY) THERE WERE SCUFFLES WHEN POLICE WERE CALLED IN TO CONTROL A BIG CROWD OF AFRICAN VOTERS THAT GATHERED OUTSIDE A VOTING STATION BEFORE VOTING OFFICIALLY STARTED. A WOMAN WAS INJURES IN THE CRUSH.

    IN LAMU, ON THE COAST, VOTERS DANCED THEIR WAY TO POLLING BOOTHS, SINGING AND CHANTING. AFRICANS WHO VOTED HAD THEIR FINGERS STAINED WITH DYE TO ENSURE THEY VOTED ONLY ONCE.

    VEILED MOSLEM WOMEN AND AFRICAN MOTHERS WITH BABIES SLUNG ON THEIR BACKS WERE AMONG EARLY VOTERS.

    CONTESTANTS IN THE ELECTION ARE THE KENYA AFRICAN NATIONAL UNION (KANU), THE KENYA AFRICAN DEMOCRATIC UNION (KADU), AND THE AFRICAN PEOPLE'S PARTY. VOTING CARDS BEAR SYMBOLS - A COCKEREL REPRESENTING KANU, AN OPEN HAND REPRESENTING KADU AND A MAN DANCING, THE SIGN OF THE A.P.P. FINAL RESULTS ARE NOT EXPECTED BEFORE MAY 28.
