    THE II-NATION EAST AND CENTRAL AFRICAN SUMMIT MEETING IN NAIROBI, KENYA, TODAY (FRIDAY) HEARD AN ADDRESS ON RHODESIA BY ZAMBIA'S PRESIDENT KAUNDA, WHO LATER TOLD REPORTERS THAT IT WAS MORALLY AND POLITICALLY INDEFENSIBLE THAT TALKS SHOULD BE HELD WITH THE RHODESIAN REGIME LEADER, MR. IAN SMITH. THE MEETING WAS CALLED BY PRESIDENT KENYATTA OF KENYA, WHO HAS BEEN PERSONALLY WELCOMING THE AFRICAN LEADERS TO NAIROBI.

    RHODESIA IS EXPECTED TO BE THE MAIN TOPIC OF THE NAIROBI SUMMIT MEETING. PRESIDENT KENYATTA, WHO IS PRESIDING OVER THE MEETING, SAID YESTERDAY THAT DELEGATES COULD USEFULLY DISCUSS THE RHODESIAN PROBLEM AND HOW ZAMBIA, WHOSE ECONOMY IS INDIRECTLY THREATENED BY SANCTIONS, COULD BE HELPED BY PARTICIPATING STATES. THESE ARE BURUNDI, CONGO (LEOPOLDVILLE), ETHIOPIA, KENYA, MALAWI, RWANDA, SOMALIA, THE SUDAN, TANZANIA, UGANDA AND ZAMBIA.

    THE DELEGATIONS REPRESENT A LAND MASS EQUIVALENT TO MORE THAN ONE THIRD OF INDEPENDENT AFRICA AND A POPULATION OF 90,000,000. ALL BUT TWO OF THE COUNTRIES - RWANDA AND MALAWI - ARE REPRESENTED BY THEIR HEADS OF STATE OR GOVERNMENT. THEIR TALKS ARE ALSO EXPECTED TO INCLUDE THE REGENT MILITARY COUPS IN AFRICA AND WAYS TO IMPROVE AFRICAN TRADE.
