    PRESIDENT HOUARI BOUMEDIENNE INAUGURATED AN 80 MILLION DINAR (GBP6.6 MILLION STERLING) DAM AT DJORF TORBA IN THE WESTERN ALGERIAN SAHARA YESTERDAY (TUESDAY). THE DAM, WHICH CONTROLS THE WATERS OF ALGERIA'S SECOND LARGEST RIVER, THE OUED GUIR, WILL PERMIT THE IRRIGATION OF THE PLAIN AROUND ABADLA, THIRTY MILES (48 KMS) FURTHER SOUTH.

    PRESIDENT BOUMEDIENNE, WHO IS ON A THREE DAY VISIT TO THE SAHARA, WAS ACCOMPANIED BY THE UNITED ARAB REPUBLIC'S MINISTER OF HYDRAULICS, AS WELL AS BY ALGERIAN GOVERNMENT MINISTERS.

    THE DAM IS 120 FEET HIGH (37 METRES) AND OVER HALF A MILE LONG. IT HAS A CAPACITY OF 360 MILLION CUBIC METRES (480 MILLION CUBIC YARDS) AND CAN REACH 860 MILLION CUBIC METRES (1148 MILLION CUBIC YARDS) IN TIME OF FLOODS. IT WILL INCREASE WATER SUPPLIES IN SEVERAL NEARBY CENTRES OF POPULATION, INCLUDING BEHAR, THE MAIN OASIS AND THE ADMINISTRATIVE CENTRE OF THE SAOURA DEPARTMENT. INITIAL PLANS FOR THE DEVELOPMENT OF THE ABADLA PLAIN INCLUDE THE CULTIVATION OF 12,000 HECTARES (30,000 ACRES) OF LAND TO GROW CEREALS, VEGETABLES, DATES AND FODDER. THE PLAIN IS INHABITED BY AROUND 15,000 MEMBERS OF THE DOUI - MENIA TRIBE, AND NOMADS ARE EXPECTED TO SETTLE DOWN THERE ONCE CULTIVATION PLANS ARE LAUNCHED IN 1970-71.

    THE CONSTRUCTION OF THE DAM BEGAN THREE AND A HALF YEARS AGO. ITS COMPLETION WAS DELAYED BY A HEAVY FLOOD IN 1967 THAT DESTROYED PART OF THE WORK.
