BOTH COUNTRIES AGREED IN PRINCIPLE TO A PHILIPPINES PROPOSAL FOR TURNING THE QUARREL OVER TO AN AFRO-ASIAN CONCILIATION COMMISSION. BUT PRESIDENT SUKARNO OF INDONESIA REFUSED TO ACCEPT MALAYSIAN PRIME MINISTER TUNKU ABDUL RAHMAN'S CONDITION THAT "ALL ACTS OF HOSTILITY AGAINST MALAYSIA MUST CEASE FORTHWITH."
PRESIDENT MACAPAGAL OF THE PHILIPPINES WAS THE THIRD LEADER AT THE SUMMIT TALKS WHICH HE ARRANGED IN TOKYO.

AN INDONESIAN SPOKESMAN SAID TODAY THAT "WITHDRAWAL OF INDONESIAN GUERILLAS FROM SARAWAK AND SABAH NOW CEASES". "INDONESIA'S CONFRONTATION OF MALAYSIA WOULD PROCEED," HE DECLARED.

MEANWHILE MALAYSIAN TROOPS IN BORNEO ARE BEING INSTRUCTED TO END THE CEASEFIRE ALONG THE AGREED WITHDRAWAL ROUTES. SENIOR MALAYSIAN OFFICIALS SAID THEY HAD CABLED THAILAND TO SAY THE WITHDRAWAL CHECK POINTS MANNED BY THAI INSPECTION TEAMS ALONG THE BORNEO BORDERS COULD BE DISBANED.
