At the United Nations, the Israeli Permanent Representative, Mr. yehuda Blum told the Security Council on Friday ( 9 March) that Jordan had sought a debate on the West Bank, calculated to bring problems to the Israeli-Egyptian peace moves. Jordan, he said, had allied itself to the enemies of peace. Later, the Palestine Liberation Organisation's (PLO) observer, Mr. Zehdi Terzi, accused israel of carrying out a policy of 'genocide' against the Palestinians. Mr. Blum led his delegation from the Security Council chamber as Mr. Terzi began to speak. Mr. Blum spoke first in the debate on Israel's policy on the West Bank of the River Jordan
