    A SECOND FRIGATE, THE BERWICK, IS DUE AT MOMBASA, KENYA, TODAY WITH MORE EMPTY DRUMS. MEANWHILE OTHER SUPPLIES ARE FLOWING IN BY ROAD AND RAIL FOLLOWING THE SEVERANCE OF ZAMBIA'S NORMAL SUPPLIES FROM THE RHODESIAN REFINERY AT UMTALI. PETROL RATIONING STARTED IN ZAMBIA TODAY.

    THE FRIGATE DIDO LATER WITHDREW TO MOMBASA. THE GOVERNMENT IN DAR-ES-SALAAM SAID IN A STATEMENT TODAY IT WOULD NOT ALLOW BRITISH MILITARY PERSONNEL AND EQUIPMENT INTO THE COUNTRY TO ASSIST IN THE OIL AIRLIFT.

    THE MOVE WAS EXPECTED TO FOLLOW TANZANIA'S DIPLOMATIC BREAK WITH BRITAIN, AND IS IN LINE WITH THE OAU RESOLUTION ON RHODESIA.

    HOWEVER THOUGH GHANA AS WELL AS TANZANIA HAVE CUT DIPLOMATIC TIES, THE BRITISH GOVERNMENT SAID YESTERDAY FINANCIAL AND TECHNICAL AID TO BOTH WOULD CONTINUE.

    SINCE INDEPENDENCE IN 1961, TANZANIA HAS RECEIVED ABOUT GBP30 MILLION IN BRITISH GRANTS, AND AN INTEREST-FREE LOAN OF GBP7???? MILLION IS AWAITING SIGNATURE. GHANA, INDEPENDENT SINCE 1957, HAS RECEIVED A TOTAL OF OVER GBP4???? MILLION IN AID.
