    THE STRIKE, CALLED BY THE COMMUNICATIONS WORKERS OF AMERICA AGAINST THE PRIVATELY-OWNED BELL TELEPHONE SYSTEM YESTERDAY (THURSDAY), IS THE FIRST COMMUNICATION STOPPAGE IN THE UNITED STATES FOR 21 YEARS.

    BECAUSE OF AUTOMATION, THE EFFECTS OF THE STRIKE ON THE COMPANY'S 85,000,000 SUBSCRIBERS HAS SO FAR BEEN SMALL. BUT LONG DISTANCE AND OVERSEAS CALLS FROM INTERNATIONAL EXCHANGES SUCH AS THE ONE IN NEW YORK, ARE TAKING LONGER.

    TALKS BETWEEN THE UNION AND MANAGEMENT BROKE DOWN LAST NIGHT AND ARE EXPECTED TO RESUME IN WASHINGTON AND NEW YORK TODAY. BUT A UNION SPOKESMAN SAID THERE WAS NOTHING TO INDICATE THAT A SETTLEMENT WAS IMMINENT.

    THE UNION, WHICH IS SEEKING SUBSTANTIAL WAGE INCREASES, IS REPORTED TO HAVE TURNED DOWN A MANAGEMENT OFFER OF A 75. PER CENT RISE OVER 18 MONTHS.
