    ISRAEL'S RULING LABOUR PARTY GATHERED IN JERUSALEM YESTERDAY (SUNDAY) TO DISCUSS THE POLICIES ON WHICH IT WILL FIGHT THE GENERAL ELECTION ON OCTOBER 29. THE PRINCIPAL ISSUE IN THE ELECTION IS EXPECTED TO BE THE FUTURE OF THE AREAS OCCUPIED BY ISRAEL AS A RESULT OF THE ARAB-ISRAELI WAR OF JUNE 1967.

    THE LABOUR PARTY IS THE MAIN COMPONENT OF THE RULING MAARACH COALITION OF LABOUR PARTIES, IN WHICH MINISTERS BELONGING TO DIFFERENT GROUPS HAVE NOT SO FAR BEEN ABLE TO AGREE ON THE TERMS FOR AN EVENTUAL SETTLEMENT, SOME BEING PREPARED TO YIELD MORE GROUND THAN OTHERS.

    YESTERDAY, AS THE LABOUR PARTY LEADERS MET IN JERUSALEM, A DRAFT ELECTION PLATFORM FOR SPEAKERS REPRESENTING THE MAARACH COALITION WAS ISSUED BY A DRAFTING COMMITTEE.

    THE DRAFT STATES THAT THE JORDAN RIVER WILL BE ISRAEL'S EASTERN SECURITY BORDER, AND THAT THE GOLAN HEIGHTS (FROM SYRIA) THE GAZA STRIP AND A BELT DOWN THE SINAI COAST (BOTH FORM EGYPT) MUST REMAIN IN ISRAELI CONTROL.

    THE JORDAN SECURITY BORDER IS PART OF A PLAN PUT FORWARD BY DEFENCE MINISTER MOSHE DAYAN, WHO HAS NOT YET DECIDED WHETHER TO STAND AS A MAARACH CANDIDATE OR HEAD OF A RIVAL GROUP.

    LATER THE CHAIRMAN OF THE DRAFTING COMMITTEE SAID THE DAYAN FORMULA WAS NOT PART OF THE PLATFORM ITSELF BUT SPEAKERS COULD USE IT AS AN INTERPRETATION OF THE EXISTING GOVERNMENT'S POLICY.

    AT THE LABOUR PARTY CONVENTION, ISRAEL'S PREMIER, MRS GOLDA MEIR, SAID ISRAEL WOULD REJECT EVERY PROPOSAL FOR A MIDDLE EAST PEACE WHICH WAS ONLY AN ILLUSION AND WOULD NOT BRING REAL PEACE. "EVERYBODY KNOWS THAT THE CHOICE DOES NOT REST WITH US", SHE SAID.

    ISRAEL HAD NOT YET HEARD A VOICE FROM ACROSS THE BORDER CALLING FOR NEIGHBOURLY RELATIONS BASED ON PEACE, SHE SAID. THE ONLY SUGGESTIONS THAT HAD BEEN MADE WERE AT MAKING THE NEXT WAR EASIER FOR ISRAEL'S ENEMIES.

    "WE WELL UNDERSTAND WHAT OUR NEIGHBOURS WANT AND WHAT THEY SAY, AND WE TREAT THESE DECLARATIONS SERIOUSLY", SHE STATED.
