    The South Korean President, Chun Doo Hwan, told delegates to the Inter-Parliamentary Union (IPU) conference in Seoul that the shooting down of South Korean airliner by Soviet fighters should serve as a warning that the danger of a war which could obliterate mankind "lurked everywhere". President Chun was speaking at the opening ceremony of the autumn conference on October 4. The Soviet Union, its Communist allies and several non-allied countries boycotted the conference after a wave of anti-Soviet demonstrations swept South Korea in the wake of the airline incident on September 1. President Chun warned his mostly pro-Western audience that the "unthinkable", a nuclear war, was not "impossible". He expressed grave concern about the moral values of the Soviet Union which, he said, had committed an atrocious act against civilisation in shooting down the civilian jumbo jet with 269 people on board. He also expressed doubts about Moscow's call for a nuclear freeze. He said that in the history of human conflict no country had ever developed and stockpiled a new weapons system, only to scrap it without every using it. The conference, attended by 800 delegates from 72 nations, adopted a resolution proposed by the Swiss delegation censuring the Soviet Union for the airliner incident and calling for full compensation from Moscow.
