Background: Algeria and 1960's Budget are expected to be the main business of the new session of the French National Assembly which opened in Paris, Oct. 6.
The first shock for the Assembly on Algeria was the message from the FLN's high command to its troops that the Algerian Provisional Government was ready to negotiate with France from a position of "strength."
The communique states that "Independence is within our grasp" but there must be no slackening of the fight until "the sun of liberty" rises.
French Government chief representatives in Algeria, Mr. M. Delouvrier, said, Oct 5, that even if there were an early end to the fighting, the self-determination process could not follow immediately because time must be allowed for passions to cool, and the political life of Algeria must begin again.
