    WHEAT MARKETS IN NORTHERN INDIA HAVE BEEN GLUTTED WITH GRAIN AND AFTER TWO YEARS OF DROUGHT THE COUNTRY FACES A WHEAT CRISIS OF PLENTY. NOW THE GOVERNMENT MAIN PROBLEM IS TO SAVE THE RECORD CROP.

    OFFICIAL ESTIMATES PUT THE HARVEST AT 95 MILLION METRIC TONS. THE MONSOON SEASON IS NOW NEARING THE WHEAT-GROWING AREAS OF WESTERN UTTAR PRADESH, MADYA PRADESH AND PUNJAB. ALL HAVE SUFFERED FROM HEAVY DROUGHTS IN THE PAST TWO YEARS.

    INDIA'S STORAGE CAPACITY IS LIMITED AND INADEQUATE. THE FARMER WHO CANNOT HAVE HIS GRAIN STORED BY MODERN METHODS BURIES IT IN THE GROUND, BUT THIS OFFERS LITTLE PROTECTION AGAINST THE CLIMATE OR INSECTS. THE FARMER'S ONLY ALTERNATIVE IS TO SELL THE GRAIN TO PRIVATE TRADERS.

    JUST AS DURING THE DROUGHT, THE HARDEST HIT IS THE FARMER, WHO IS AT THE MERCY OF THE TRADER. RECENTLY THERE HAS BEEN SOME PANIC SELLING AND PRICES HAVE TUMBLED. THE GOVERNMENT HAS HAD TO SET A PRICE SO THAT THE FARMER DOES NOT SUFFER AT THE TRADER'S HANDS.
