    Preliminary talks on a new constitution for Malta began in London, November 17. It was the third attempt to settle the issue in three years.

    The talks got off to a difficult start with the refusal of Labour Party leader and former Premier, Mr. Mintoff, and Mr. Borg Olivier, Nationalist Party leader, to sit at the same table with Miss Mabel Strickland, leader of the Progressive Constitutional Party.

    Mr. Lennox-Boyd, Colonial Secretary began with separate one-hour private meetings with Mr. Mintoff, Mr. Olivier and Miss Strickland, in that order.

    The conference room, in which Mr. Lennox-Boyd was hoping to unite the delegates, remained empty.

    Malta has been governed by Sir Robert Laycock since Mr. Mintoff resigned the Premiership last April.
