    Background: THE UNITED STATES UNDER-SECRETARY OF STATE, MR. GEORGE BALL, ADDRESSED A SPECIAL MEETING OF THE NATO PERMANENT COUNCIL IN PARIS TODAY (TUESDAY) ON THE CONFLICT IN VIETNAM AND THE CRISIS IN NATO CAUSED BY THE FRENCH WITHDRAWAL OF HER FORCES FROM THE ATLANTIC ALLIANCE.

    MR. BALL IS IN PARIS MAINLY TO DISCUSS WITH FRENCH OFFICIALS WHEN THE UNITED STATES SHOULD MEET FRENCH DEMANDS TO WITHDRAW BASES AND TROOPS FROM FRENCH TERRITORY. THE FRENCH PRIME MINISTER, M. GEORGE POMPIDOU, SAID LAST NIGHT THAT THE WITHDRAWAL OF AMERICAN AND NATO BASES WOULD GIVE FRANCE A BETTER CHANCE OF ESCAPING NUCLEAR ATTACK.
