    Madame Nguyen Thi Binh, Viet Cong chief negotiator at the Paris peace talks, today (Friday) denounced the United States decision to suspend the talks. Madam Binh, who is Foreign Minister of the self-styled Provisional Revolutionary Government of South Vietnam, made her statement when she arrived in Paris after and absence of more than six months.

    United States Ambassador William Porter and his South Vietnamese counterpart are insisting that the Communist delegations must prove their desire for"serious negotiations" before the meetings can resume. Madame Binh described the move as "an act of sabotage of great significance. She also attacked United States policy in the Vietnam war.

    Madame Binh was met by North Vietnamese negotiator, Mr. Xuan Thuy, and the Ambassador of the Chinese People's republic, Mr. Huang Chen.

    SYNOPSIS: Madame Thi Binh, the chief Viet Cong negotiator at the Paris peace talks, flew in to Paris on Friday after an absence of more than six months.

    The previous day, United States Ambassador William Porter and the Saigon delegate moved to suspend the talks. Madame Binh was met by Hanoi spokesman Xuan Thuy. Peking Ambassador Huang Chen was also there.

    Madame Binh told reporters that the main obstacle to a peaceful settlement of the Vietnam war was President Nixon's Vietnamisation policy. More than ever before, she said, the South Vietnamese people demanded the withdrawal of all United States troops, the departure of President Thieu and the dismantling of what she called his "coercion machinery", in order to allow the people self-determination. She accused the United States of pursuing the pacification of South Vietnam with incredible ferocity in the countryside, and carrying out a cruel repression in the cities. President Nixon's policy in Indochina. Madame Binh added, was being reflected at the Paris talks with systematic sabotage of the conference. The latest move by the United States delegation was a sabotage act of great significance, she said.

    The United States and Saigon delegates say the talks will be suspended until the Communists prove their desire for serious negotiations.
