    THE 24TH COMMUNIST PARTY CONGRESS, ATTENDED BY PARTY MEMBERS FROM 90 COUNTRIES, OPENED IN THE KREMLIN IN MOSCOW TODAY (TUESDAY MARCH 30). SOVIET PRESIDENT NIKOLAI PODGORNY OPENED THE CONGRESS AND PARTY GENERAL SECRETARY LEONID BREZHNEV SPOKE ON SEVERAL TOPICS IN WHAT AMOUNTED TO A "STATE OF THE WORLD" SPEECH. THIS FILM SHOWS THE OPENING SPEECHES, COVERING MAINLY BREZHNEV. WE APOLOGISE FOR THE POOR QUALITY OF THE FILM, WHICH WAS TRANSMITTED FROM MOSCOW TELEVISION THROUGH YUGOSLAVIA TELEVISION TO THE EUROVISION NEWS EXCHANGE NET WORK.

    SYNOPSIS: THE PRESIDENT OF THE SOVIET UNION NIKOLAI PODGORNY, OPENED THE TWENTY-FOURTH CONGRESS OF THE COMMUNIST PARTY IN THE KREMLIN, MOSCOW, ON TUESDAY (MARCH 30). IN HIS OPENING SPEECH, ATTENDED BY ALMOST FIVE THOUSAND DELEGATES FROM NINETY COUNTRIES, HE PAID TRIBUTE TO WORLD LEADERS WHO HAVE DIED SINCE THE LAST CONGRESS IN 1966 -- INCLUDING HO CHI MINH OF NORTH VIETNAM, CUBAN REVOLUTIONARY CHE GUEVARA, AND PRESIDENT NASSER OF EGYPT.

    BUT THE MAJOR SPEECH OF THE DAY WAS MADE BY THE SOVIET COMMUNIST PARTY GENERAL SECRETARY LEONID BREZHNEV. IN WHAT NEWS AGENCIES DESCRIBED AS SURPRISE MOVES, HE PROPOSED FRIENDSHIP WITH THE PEOPLE'S REPUBLIC OF CHINA, AND CALLED FOR A NUCLEAR DISARMAMENT CONFERENCE INVOLVING THE FIVE POWERS -- INCLUDING CHINA. HE TOLD THE DELEGATES -- WHO DID NOT INCLUDE CHINA OR ALBANIA -- THAT MOSCOW WAS READY TO RESTORE NORMAL RELATIONS WITH PEKING. RELATIONS BETWEEN THE TWO HAVE BEEN STRAINED FOR SOME YEARS OVER IDEOLOGICAL DIFFERENCES. THE CALL FOR A NUCLEAR DISARMAMENT CONFERENCE WAS MADE IN A SIX-POINT PROGRAMME FOR PEACE AND INTERNATIONAL CO-OPERATION, WHICH ALSO PROPOSED THE LIQUIDATION OF THE NORTH ATLANTIC TREATY ORGANISATION AND THE WARSAW PACT -- THE TWO MAJOR MILITARY SHOOS IN EUROPE.

    IN WHAT AMOUNTED TO A "STATE OF THE WORLD" SPEECH, MR BREZHNEV SPOKE ON SEVERAL TOPICS OF INTERNATIONAL CONCERN. ON THE NON-AGGRESSION TREATY BETWEEN MOSCOW AND WEST GERMANY, HE SAID THE CONTINUING DELAY IN RATIFYING IT COULD WORSEN THE POLITICAL CLIMATE IN EUROPE. ON INTERNATIONAL WAR, HE CALLED FOR A HALT TO THE STRUGGLES IN SOUTHEAST ASIA AND THE MIDDLE EAST; FOR FINAL RECOGNITION OF EUROPE'S POST-WAR FRONTIERS; AND FOR TREATIES BANNING NUCLEAR, GERM AND CHEMICAL WEAPONS.

    ON VIETNAM, HE BACKED THE NORTH VIETNAMESE PEACE PROPOSALS; ON THE MIDDLE EAST HE PROMISED CONTINUING SOVIET SUPPORT FOR THE ARABS; AND ON EUROPE HE PAID TRIBUTE TO FRANCO-SOVIET RELATIONS.

    THE CONGRESS IS DUE TO LAST TEN DAYS.
