    SIXTEEN OF THE SEVENTEEN MINISTERS AND THEIR MINISTERIAL SECRETARIES IN GHANA'S NEW GOVERNMENT WERE SWORN IN ON FRIDAY AT THE COUNTRY'S SEAT OF GOVERNMENT, THE CASTLE, OSU.

    THE CEREMONY WAS PERFORMED BY THE CHIEF JUSTICE, MR. JUSTICE EDWARD AKUFO-ADDO, BEFORE THE PRESIDENT OF THE PRESIDENTIAL COMMISSION BRIGADIER AFRIFA, HIS DEPUTY, MR. HARLLEY, AND DR. KOFI BUSIA. DR. BUSIA RECENTLY BECAME GHANA'S PRIME MINISTER IN THE FIRST GENERAL ELECTION IN THE COUNTRY SINCE THE END OF THE NKRUMAH REGIME. PRIOR TO THE ELECTION, GHANA WAS RULED BY A MILITARY-BACKED NATIONAL LIBERATION COUNCIL, HEADED BY BRIGADIER AFRIFA.

    CABINET MINISTERS TOOK TWO OATHS AS MINISTERS OF STATE AND CABINET MINISTERS. AMONG THOSE SWORN IN WERE PLANNING MINISTER MR. J.H. MENSAH, BUKARI ADAMA MINISTER OF STATE FOR PARLIAMENTARY AFFAIRS, AGRICULTURAL MINISTER DR. K. SAFO-ADU AND MR. VICTOR OWUSU -- A LONG STANDING COLLEAGUE OF THE PRIME MINISTER, WHO IS FOREIGN MINISTER.

    LATER, BRIGADIER AFRIFA PRESENTED EACH MINISTER AND MINISTERIAL SECRETARY WITH HIS INSTRUMENT OF APPOINTMENT. THE BRIGADIER CONGRATULATED THEM AND SAID "AS FROM TODAY, WE SHALL LET YOU INTO THE SECRETS OF OUR ADMINISTRATION".
